cities and governors - details wanted ;)

1. in the settlement details screen, what do the blinking icons mean ?
2. what is the actual percentag by which governors' traits influence the various things, i.e. management taxes, influence public order, etc.

1. No idea. Havnt encountered that yet. Maybe it means "LOOK AT THIS" such as a port of yours is being blocked or something.

2. You can see exactly how much your governers influence is effecting a particular thing by looking at the settlement details screen, and hovering the mouse over all those little icons. If there is nothing mentioned then he is having no effect.

Usually it'll say "5% Happiness due to governers influence" or something like that.
