The button is on the settlement details page.
Double left click on settlement, click Show "Settlement Details" button at bottom left of the page, then click the "View Settlement On Battle Map" at the bottom left of the settlement details page.
I love this option, such a great little addition.
Question:
Are triumphal columns and triumphal arches built for any particular reason, or are they a random occurance in large cities? I ask because my capital has about 9-10 columns and one arch, yet I have no idea why.

Yeah, I got those arches as well, and they are pretty cool. The option is fantastic, as some of my cities are just gigantic! I wish there was an option to move the camer freely on the XYZ axis thoug, as It's fairly limited. Nice touch about the crowds on the streets btw!
Being able to actually see up-close all the fun architectural differences without the pressure of either taking the city or defending it is great fun. I love doing helicopter-like flyovers of cities in forested areas. Very pretty.

It also shows partially constructed buildings as a building site. Havent looked to see if there are multiple stages of construction ~:)
