Well when I read siblez review I just went on thinking you had very little control over a town. Then I realized that if you uncheck construction and training you then can build and train troops there. The only thing you ca'nt do is manage the taxes excpet to go for growth rate wich equal lowest tax rate or one of the others wich will tax the most they can.

Not 100% sure what you are asking.

But you can turn on manage all settlements pre-game or modify the settings in the in-game menu (Esc).

He isn't asking, he's stating it. And yes, it's possible. One thing you should take in mind is that you can also not control the level of games (gladiator or races) without a governer. So at one point, it might be a god idea to send one to your city when the city becomes unhappy. You can also try to use 1 governer for a few cities, moving it around when necessary.
