What does "Wait (3)" mean?

I know that when I enter a battle, the wait button gives me the opportunity to wait for more favorable weather, but what does the "(3)" mean when I see "Wait (3)" ??

Every time you press it the number goes down by 1 - making it possible to wait a few clicks for favourable weather

if there is even weather to wait out - I have yet to see sustaining weather anywhere - Fair = 90% Weather = 10% so faR
