How long does plague usually last in a city? & once it's gone, will my family members & agents who survive no longer be carriers?

I ask because I have plague in my capital. The worst part about it is that I'm short on governors, but any new members show up in the capital, so I can't use them.

I suppose I should move my capital, but I hate to break tradition. & that may put my holdings on Sicily into rebellion.

If you're not re-infecting it with new infected units entering the city, it seems to depend on your public health buildings, the city's squalor rating, and the size of the city. Average burnout in a Quarantined city with an aqueduct and reasonable squalor level is 3-8 turns.

As long as you click open the description panel on the family member and there isn't the plague-head icon lit up there, they should be fine. There have been a couple of cases reported of immediate re-infection, but by and large once its gone, it's gone (until it comes again!)

So I'd say, move your capital for a couple of years, then when the plague has burnt out move it back to its original location. There are no major penalties attached to this it seems (besides, as you noted, distance to capital).

How do you put a quarantine on cities? Does it just mean to stop units from moving in and out or is it a practical command?

In theory enemy spies could sneak in and out and become infected (the RTW bio weapon tactic) but as far as I have seen enemy spies just lurk outside your cities.
