I dont know if im doing something wrong or what, but I cant get the "become protectorate" question up in my diplomacy screen. I Allied with the faction, unallied, gave trade rights, took em away. Warred with em, etc. Nothing seems to give me the option to ask them this, and what sucks more is that the senate is making me ask them. I did it once before 20 or 30 years earlier with the same faction and it worked.
As far as I have noticed, you can only propose to become a protectorate to enemies (or at least neutrals), not allies.
Additionnally, protectorate is, for now, broken. Look at the several threads about how it sucks your treasury dry during the next turn.
On the good side, CA is aware of it, and it will be fixed in the next patch.

Like I said in my post... I tried everything... Allies enemys etc.
I know protectorate is broke. But I need to do it to complete my senate mission.
Kill them, then. The mission will be canceled with no ill effect ^^

LOL good advice. Well I am soooo sorry I could have swore I had tried while at war but apparantly only people you are at war with will give you this option. Sorry folks for the false alarm, I am just zealous to get all the bugs out as possible for the upcoming patch.
I've noticed this too - you should have the option to neutral factions....
