Apparently, the AI suffers from "fog of war" too.
I had some cavalry fragments -- 1 HA and 2 merc cav -- left over, and sent them to besiege a town. When they're counter-attacked, I could just withdraw them. That way, they could impede the army that was in the town.
Lo and behold, the much larger enemy army did nothing.
The second turn, I sent some infantry to reinforce. The siege lasted another turn.
In all, it was three turns before the enemy army realized the weakness of the siege and drove them off. In the meantime, the port city lost a bunch of revenue, I presume.
