This seems odd to me. I've had naval commanders with from 0 to 2 stars win several battles in a row, and not get any more stars. Is this normal? It seems that most commanders with less than two stars almost automatically get another one or two after winning a few battles. Is this a bug?
I never had any naval commander win any star. The only way I've seen them to have stars, is when getting retinue. But they never went beyond that.

I only recall it happening once, and he was the commander of my main fleet for an awful long time.

The only way my commander can get stars is w/ the temple of Neptune lines. However, i've often seen AI fleets w/ 2 or 3 stars...
It seems getting command stars at sea is dependent upon the amount of sea battles you fight and since the A.I is fight multiple sea battles all the time is the reason they get them alot
