Ok as Julii first game, captured Corinth and the Zeus Wonder-- sweet +40% loyalty, but dismay as this decayed rapidly after a few turns, so I think , hmmm....

Trash the military buildings(and don't repair the walls) in Corinth, moove my army out and provoke a peasant rebellion, ...> 600 peons take on my trained army with the predictable result ..... > I get a fresh 40% loyalty in all settlements as well as a bonus of better hardened troops.

Now why wouldn't I keep repeating this little trick to keep my empire loyal?

I must be missing something huge or I guess in patch 1.2 Zeus Wonder should be modified to give +5% loyalty across your empire in perpetuity.

I can only think of two possible reasons not to do that.

1) You won't be making any money out of it while it's happening, and
2) Someone else could move in and take it during a revolt.

Both are comparatively minor. I think the Statue of Zeus wonder is going to be fixed in the next patch, too. Or at least I hope it will be.

zeus doesn't grant a loyalty bonus. it's bugged and does nothing.

Unless some patch came out recnetly that i compeltely missed.
