The 4 tab

When you are in strategic map you can see 4 tabs in your user interface, going like this:
Army Town Agents and last one that is blank why is there that last tab? ~:confused:

Probably there for a future 'useless diplomacy' tab ~;)

It's there because in a settlement there are four tabs: town, army, retrain & repair. I guess it wasn't worth doing un-necessary new graphics for when controlling an army, so they left it blank.

It's also for when you have selected a fleet that contains an army.
