Gladiator fights in Colliseum

In large cities where there is a colliseum, hippodrome, or other entertainment building, it is possible to set games to monthly to yearly, but is there a way to watch the races & fights? I found out just now that you can view the settlement on the battle map and you can see the people walking through the streets, but what about the games? I want to watch them!

I remember someone posting that when the Senate awards games in a city, and the city has a colliseum, you get to see some sort of game.

I played a whole campaign with my eye toward reproducing this easter egg, but I was never able to pull it off. Even when the Senate threw games, it was in cities that didn't have the fifth-level arena, and anything less didn't seem to have the goodies.

Has anybody seen this firsthand? Or am I chasing a phantom?
