I saw a Game Stop as I was taking some movies back to Blockbuster today, so I just had to drop in and buy the RTW Strat Guide. It says the the Reform happens after you build an Urban Barracks for the first time, but I have completed 2 full campaigns, as the Julii and the Brutii, and it has happened a lot sooner than that. I hadn't been able to build Triarii yet, and had just gotten to Principes a few turns before. Is there a set time when this reform happens, or is it just a random event in the game?

Also, what do you have to do in order to be able to build first cohorts? I have a bunch of Urban Cohorts built in Alexandria and Rome, my two biggest cities, but I don't know what to build next.

Actually, it's as soon as ANY ROMAN FACTION builds an Imperial Palace. And yes, most of the time it happens WAY to early (in my latest campaign as Julii it happened at 239 BC ~).

You can't "build" Legionary First Cohorts. However, you can get them from the Senate (I guess) by doing missions.

I had my reform about 253BC!

It often happens after a roman faction (mostly scipii) conquers carthage, which then seems to be big enough for a imperial palace.
