how do i get the console up, to put in a cheat?

i've pressed ~ but nothing comes up? ~:confused:

I had a similar problem and Tricky Lady helped me out, it appears all keyboards are not alike ~:confused: . I have to press the "`" on the left of the number 1 just above my tab key.
