...at least for me...
Now you might say that im cheating but its a bug so i will fight all the ways that i can:

I build all the farm upgrades
all the temples that boost pop
all the health buildings
When the pop goes at a level that i can keep the order above 80% with just the gov and a peasant unit (so if the gov dies i still have someone around) usually 25-30000 pop ill GIVE THE CITY AS A GIFT TO MY ENEMY AND WHEN HE TAKES IT ILL CHARGE IN WITH MY NEARBY GOV AND PEASANT AND SLAGHTER THE POP....
This way you get an easy 30-40000 denarii (depends on the city) no destructed buildings the pop in the levels of 6-7000 and the MOST IMPORTANT: A SWEET 200% order with the taxes on VERY HIGH!!!

Arg... Another way of doing this (which is actually harder) is to cause the city to rebel.

Or, if you want to get stack loads of troops with it you could just wait until a rebellion flares up in your favour.

That tactic is far too "gamey" for my tastes.

I shouldn't have to resort to genocide to be able to keep oder in my own backyard...

I've found just to recruit nothing but peasants. That is if this is an internal city and not near the front lines. For some reasons plan peasants seem to maintain more public order than any other troops. If I get a full stack I then send some to far away cities to build up the populations there by moving them in the town and then disbanding them. I've done that trick in my last two games and have never had a public order problem in those cities

probably cause peasants have more men in a unit eg. normal units size,
roman town watch = 80, peasants = 109. 36% increase in effectiveness.

Its Squalor, and it like having rats roaming everywhere. Not easy to control these little pets when overcrowded.

Un realistic way to get rid of the horde of troops:
get a company of 100 men equipped with any type of machine gun you want and go to battle.
Bang.
Lots of dead men. Enemy men, that is.

I thought this plan was already discussed. Anyway, squalor is still a problem because if you exterminate your citizens, then you lose out in the long run because less people = less taxes. This means that you probably earned more with low taxes when the population was 40,000 than with very high taxes when it was 10,000.

Dont exterminate!! Sell them to slavery! All of them. The plebians, senators, tribunes, their wives, children, livestocks, and even their unborn babies!!!

Seriously though. There are tricks u can use to forcibly "relocate" your settlement's population to cities throughout ur empire. Move them from one cities to another. Upgrade the settelments governor building, give the cities as gift to ur worst enemies, then recapture, and enslave.....

In the end you will get 10-15 Huge Cities with all upgrades, population boom, 200% loyalty and
