I’m halfway through a hard campaign playing as Juili and I don’t have enough family members to run my regions
I don’t remember having his problem when I first played through on medium
Is there anyway to get loads of family members fast

Bribe low level generals of other factions. Personally I never worry about this, as I give my high level cities priority as far as governors go and let the rest of my cities have a governor if I have a spare cousin farting around doing nothing.

Exactly the same feeling for me when I first played. I liked to sit one family member in each city, but later on I learned that they don't really do anything unless that family member has any management or influence points. If they don't have command stars then they are no different from free captains.
First, you need to check the box "manage all settlements" to manage settlements without a family member.
Actually you only need about 5 or 6 "good" family members to finish a long campaign, even on Vh/Vh. Early on you only need 2. For each of your expanding army you will need a good general - usually from careful selections of sons-in-law.
Most of your own boys suck so you can't do anything with them. I just send them out to build watch towers to kill time.
Then, you need roughly 2 "influential" generals to run your populus cities to keep the public orders. While such candidates are usually retired conquering heroes, too.
Throughout all of my long campaigns I only get to know about 5 or 6 family members. Others are just useless sidekicks that shows how great your "core members" are. ~D
I quite agree with Maltz. Keeping a general in a town has 2 main functions:
1)Added income through an Admin bonus which is determined by the general's Management score (tax rate and other factors also influence the Admin bonus)
2)Better public order bonus which is determined by the general's Influence (+5% order for each Influence point till a max of 40% IIRC). Better public order allows higher tax rates which in turn translates to more cash.
One other strong point is that towns with generals get a fraction of the population of a newly enslaved town immediately, which does help when you want a town to grow fast.
There are some other possible fringe benefits like cheaper unit recruitment, cheaper construction, less squalor, etc... if your general has the right traits and retinue members.
Compare the advantages of having a general at home when he could be expanding your territory through aggressive conquest and more lands mean more cash. Most of the time that Admin bonus isn't very much as compared to what an extra province could give you.
In other words, I prefer to only keep generals at home if public order is really lacking in that particular town and I need fast population growth, otherwise its to the fields for sure.
