I have noticed it is impossible to retrain ships in a port if all 20 slots are filled with ships, be they biremes, triemes or quindremes. What happens is that even though the ships are in queue to be retrained, they simply stay that way, no matter how many turns have elapsed.
What seems to work, albeit not as a perfect solution, is to have 19 or less ships in a fleet. It seems that you need at least 1 empty slot to retrain ships, much as you might need an empty slot in a land army in order to bring in a new unit(s) to combine and fill up your depleted units. E.g. I have 2 stacks of depleted archers, I need at least 1 empty slot to bring in a full unit of archers, manually merge them with the depleted units, then remove the now-depleted reinforcements.
It's not a very big bug, as compared to say suicidal generals, but CA may want to take note of this.
