I just started playing a couple days ago. I've been having problems with my building que. I will have buildings that do not build, even after 20 years. Buildings include mines, forts, ports, and others... most cost 1000 or less, and I can have 3000 or more in excess and still have problems. I am playing the english, and only scotland rebels on me... is there some other factor I am missing? Also, I continue to get the "insufficient funds" even though my I am running a profit. Any help would be great, it's quite frustrating. This also happens in many different provinces, and appears to be random... some start building after 5 years, and some don't build even after 20.
I have tried dumping my que, and choosing different buildings, and still I am unable to build in that province, and sometimes it gets resolved without any apparent reason.
Any help or suggestions for what to look for would be great... thanks

Are you sure you have enough money to build the building? The high tech building can be quite expensive.

If you have a treasury of say 3000 florins, and the buildings your trying to build in one year cost altogether 3100 then itll cancel out.
Just do this, say your trying to build 3 keeps, 1000 florins each and 1 watch tower 100 florins. Cancel the building of say two of the keeps and then youll start building the one remaining keep and the watch tower 1100 altogether. so youd have 1900 florins left at the end of the turn, whatever profit your making will be added to that and you should have enough to pay for the further two keeps.
It happens like that sometimes.

You do not say if other buildings are being built during thes periods.
and, I'm a little unsure if you have extra florins after you pay your bills (maintenance and troop upkeep). You may have 3000 florins but if all of that goes to upkeep then you won't have funds to build. Just because you seem to have funds each turn its a little bit misleading, since the comp pays your wages and other bills before building or training more.
Also, if you are training new troops that can really suck up the cash.
I think Aetius is on the right path here. Clear out your queues and only build a few buildings each turn - only queue up the buildings you think you can afford. Same goes for troop training.
You can, of course, click on the coin icon in the lower left to get an idea of how much disposal income you can expect.

This used to infuriate me to know end until I picked it apart. I'll break it down with some references to the above post.
Let's say you have the same 3000 florins. This is all the money you have to begin the construction of a building or a unit. Buildings or units that have already started being built don't count. You pay for the total cost for a particular thing up front.
You have queued up to start construction of 3 keeps and a watch tower. When you hit the 'end year' button the game spends all the money you have on hand at that moment, the 3000 florins. You are spending 3100 but you only have 3000. Well the computer is going to start construction on 3 of the 4 things and 1 of those things is not going to be built. I am not sure how the game decides what order to build things but the provence that is constantly getting short-changed is on the bottom of the game's list of who gets what first.
After it starts the construction of what it can then it collects the taxes for the next year. That's why it seems like you aren't running out of money. In the above scenario the 'insufficient funds' message will come up, it will not have started construction on a keep (for instance), but you will have another 3000 to spend next year.
Two tricks I use to avoid this situation is:
1. Keep a tally of all the things you are going to build, or at least a rough estimate. Make sure that sum is less than the money you currently have.
2. Don't queue up a list of things to be built. That way you don't end up accidentally overspending for something. When the message comes up that you built something, or a series of somethings then you know you can 'go shopping' for more stuff. This one is harder for units considering the game does not tell you that you built a unit of archers. You will have to tweak the unit thing yourself.
There are others such as, don't expand to rapidly as early tech buildings get built quickly and tend to suck up cash quickly, across 5 or 6 provences this could break the bank. Decide what your building where. Remember that every one of your Provences do not have to have every single building and they don't have to build all the time. Take Flanders the Provence has great farming and great trade, and maybe even mining. Try to build its monetary potential, its military potential should take a back seat, it has no regional specific units or valor gaining units to benefit. If you have maxed out farms, trade and mining in Flanders and you have just enough cash to build a bowyer there or in a Provence closer to your front lines then build closer to your front lines where you will be focusing most of your attention.
The above paragraph you don't have to adhere to. Many players have different playing styles, objectives, or needs. The above needs to be tailored to suit what you want to achieve, I'm just throwing out food for thought. If this post was a little long-winded its only because it took me so long to figure out a system from keeping myself for the same predicament you are in now. It was very frustrating for me at first. Remember its much easier to pummel the AI into submission than it is to build an Empire. Good luck and more importantly have fun.
The order in which the provinces are checked for building is the same order they are listed in in the game.

Thank you for all the tips. When I get home this weekend, I'll have to try out a few of your ideas.
It sounds like I might be que'n too many at once. I figured it would empty out my cash, and do them in some order. Some get built, and some don't. So, the list of provinces might be a problem. As for if I have enough cash, I might have 3k+ this year, but I'll maintain that through the years. I seem to maintain 3-4k regardless of troops or buildings. This was happening on the 1000 or less buildings, as well as the higher costing ones. (sometimes the higher cost ones will build, before the the >1000 buildings) I'll post again this weekend and let you know if I figure it out.

Thanks everyone. I got it working. I cancelled the production of everything, and only started what I could afford, and it built every time.
