thanks and sorry for my english......
I can't help with all your questions but the running group thing is a very annoying bug. What I do to get around it is...select the group, ungroup them, make them run, re-group them. IT's a pain in the ass but it works good.
My comp is similar to yours, a little worse and i have to play on normal units. I can play large, but when I get the whole 20 man armies it slows down so I just play on normal. And the language thing, I have no clue but would assume yes.

A 2 GHz P4 doesn't have the computing power to run well on huge in large battles, nor does a GF Ti4600.

mmmm , then my computer sucks? ~
maybe you have reason...
A 2 GHz P4 doesn't have the computing power to run well on huge in large battles, nor does a GF Ti4600.
You had better give your definition of well then.

Comfortable frame rate is how I would define "running well." Herky, jerky is not comfortable and that starts to happen somewhere below 15 frames per sec. in my experience. Huge unit sizes add a lot of extra video and CPU overhead compared to normal or large (double "normal" size if memory serves.) While a 2 GHz P4 does not suck, it is going to be tested severely by full strength armies on "huge" and I would not expect it to be at all fluid in large battles. The P4 has always been somewhat handicapped by a weak floating point capability when compared to an Athlon (it is a 2:3 ratio at a given CPU speed.) I don't run my XP2400+ on "huge" either, "large" (default) works well. I have a 9800 Pro and this combo does fine at 1280x960/32 bit with max graphics except for some of the largest battles where the fluidity drops off at times.
Another consideration is memory bandwidth. Jerome stated that RTW was very hungry for memory bandwidth. A 2 GHz P4 is likely operating with something like 266 MHz DDR (as is my older Athlon system.) This would suffer a bit in comparison to a newer 400 MHz DDR system.
So at some point it becomes:
Patient: "Doctor, it hurts when I do this."
Doctor: "So don't do that."
When you reach a point that your system is not running the way you like, back off a notch or two until it becomes acceptable again.
The grouped units not running is a game bug though, not related to the CPU load.
