That is because culture penalties are when a cities culture is different than your own. Example taking Carthage as Rome the Carthaginian people are of a different culture and the happiness/loyalty stuff won't be as high. Different cultures buildings (gov't buildings, theatres, secret police, temples etc) reduce the loyalty of the city if it is a different culture.

You can't prevent it, you reduce it though. Rule of thumb being when you conquer a city nuke the temple and culture building(greek theatres, roman collesiums, barbarian taverns, execution squares) toot-sweet. They plus the government building are the biggest sources of the cultural penalty.

This link should tell you evrything you need to know

Lars all buildings cause the same amount of culture penalty minus the governors villa class building.

I don't reccomend destroying the exucution colliseum, odeons or taverns like Lars says. They are a source of the problem but not the root of it. Plus they add extra happines wich if you destroy them you lose it's bonuses when there are other ways to reduce culture penalties. If you upgrade existing buildings with your culture you can eliminate the culture penalty while not having to be destructive. The biggest help is upgrading that city/town to the next level.

what should you do if you take a huge city and cannot upgrade the govenors building? Theres no way to destroy right? Is it possible to destroy it with artillery durring the seige?

No, Sam, it is still there with 100% damage, and needs to be rebuilt.

I guess if it were that easy it would be the SOP for all conquerors.

Thinking about it logically - it *should* be the SOP for all conquerors... :)

Only 1 way around this and it is not a perfect solution. Taking the pyramids reduces Egyptian culture penalty. So any Egyptian huge city you take will have no culture penalty. All other huge cities you take will never be less than 20 percent culture penalty.

The first time I had taken the pyramids I did'nt pay attention to there full effect, and had not exterminated any cities. So I exterminate memphis and thought the reduction in culture penalty was due to my rare extermination policy putting them in line.
