RTW Sound Extractor

I finally got around to looking at the DAT and IDX files for Romes music, and wrote an extractor for them. It's a bit of a rush job but gets it done, not very robust for errors either and case sensitive. Also doesn't work if it's nested too deep in directories. BUT! As far as I know nobody else as written one, and now that I can unpack it, I can repack it (which I am working on now, as well as sound event editor). So you modders will be able to change sounds in your favor, like getting rid of those pesky "Oh Rome would be amazed at such a victory!" etc.

I believe I uploaded wrong build, as I was told it wasn't working over at Stratcommand, so made sure working build was put up. The fact that nobody told me here tells me nobody used it :/
