Since huge is twice the size of large units, and large units is the approximate historical size of a unit. Why not allow 40 units on the large settings. Might only be me but I think it would make battles much more epic. The biggest issues would be A.I. handling 40 units and not so major would be arranging the unit cards.
I always thought the unit sizes were just an abstraction - in large sizes one man might be equivalent to 100, in huge, 50. Those numbers are completely random by the way, but I don't think any of the unit sizes are actually equivalent to 'historical' sizes.
It makes sense - nooone's saying that Rome's population levelled out at around 30,000.

Try 480 minus the non-caombat troops. But that said the units in RTW are shown to scale. On small unit size the scale is 1/24, normal 1/12, large 1/6, huge 1/3. Also if they showed Rome with it's 500,000 people like it was in say 44 BC then it would crash everyones computer it would be so big. So they scaled it down to about 50000 at most.
