I have done a bit of modding in the past, mainly adding factions and changing unit stats, so I have a basic understanding of the process. There are two things I'd like to try and was hoping someone can tell me how it could be done.
First, I would like to give each faction only one province to start with and have each province have just the first "town" building, can't remember what it's called. Is this possible and if so how would I acomplish it.
Second, there are some units that are region specific, ie. Spartan Hoplites. How can I make it so there factions can build them everywhere.

For giving Factions only 1 Provice that would be I think in
Rome - Total War\Data\world\maps\campaign\imperial_campaign\descr_strat.txt
Every Faction has starting "settlements"
Also, if you remove a settlement from one faction make sure to add that settlement in the "faction slave" section so it gets a Rebel Faction.
Most Regions have some kind of Sub-Faction associated with them, Like for instance if you do a serach for "Lycia" you will find an entry under the Faction Slave as a settlement, but also further down a definition of it assigning it a Greek Sub-Faction.
I have not found any such entries for starting settlements of the playable Factions.
So you will have to define any regions that you set for the "Faction Slave" with a Sub Faction allocation.
Hope this helps for the first part of your question, I am not sure if there are other files that one needs to mod for it.
And as for the second part, assigning Units in particular Regions or Removing them, I think this may have something to do with the prerequisite to build a unit so I would start looking towards the Units files, but I am not sure about that yet at all.
Finally, if you look around there is another Sub-Forums with excelent Guides and Tutorials, maybe the answers are there
