It's just a picture. Open it with a graphic editor, most better than MS Paint should do.

If you mean the horde.tga, you need a program which can edit tga's. A good free program is irfanview:
Download Irfanview (http://downloads-zdnet.com.com/3000-2192-10021962.html)

or simply use Photoshop if you have it...

I need help plz. when i open IrfanView everything is okey, but when i'm going to install it in my computer there is a menu option to where my destination folder i type in program files, then i click next, a blank screen appears and at the top it says "what's new in this version" i don't really care so i just press next, this page at the top it says "Do you want to associate extensions IrfanView? (Optional" and this is what i don't get what to do.
there are option bars to click they look like this:
*.Plugins [images only] [Select all] [none]
i select [select all] and press next, the next screen says ready to intall click next to proceed. i click next and a red error box appears that says "Can't intall all files! PLease close any InfanView instances and check your destination directory for free space or write protection! " i don't know what to do. i tried images only, select all, and none, but niether of them work. my destination folder i changed it to c:/ instead since i still got 6 Gb of room left but still same message. :help:
Hey Hey Hey
- Fat Albert (I'm totally putting that in my game under the quotes)
i found this real nice program, on a star trek site actually, don't look at me like that :furious3:
anyway it supports DDS, TGA, JPG, BMP, PNG and PSD
so for anybody who doesn't have paintshop (like me) this is awesome
that way you can edit TGAs and DDSs in MS Paint if you have nothing else
Alright thanks and i know this isn't the place to ask but how do i open tga files or models (CAS) (i have gmax i don't know if that'll help.)
about gmax if you want to edit .cas files (models) with gmax you'll have to have someone with 3ds Max to convert them to .3ds files for you and vice versa
also i use Anim8or rather than gmax but i suck at modeling anyway
http://www.anim8or.com/
here is the link for the DDS/TGA converter
http://eliteforce2.filefront.com/file/DDS_Converter;29412
hope that helps

tga's are files...if the file looks like white paper with some icon in it it means u dont have the proper tools to open it basicly it means "unknown file"
It sounds as though your download of Irfanview is corrupted somehow.
All the file extension thing is doing is telling windows yo use Irfanview if you double-click on any file of those types. Selecting ALL just means that whatever graphic file you double click on, windows will open it in Irfanview.
Actually, not a bad idea ;) I have photoshop...but it takes about 5 times longer to load ... and Irfanviews thumbnail facility is really useful. I have used Irfanview for a long time and never had any problems installing it.
I would try downloading it again and giving it another go.

I have tried to change the Senate standard. I opened the file with Photo Shop and up to this all fine but then when I had to save my changes Adobe Photo Shop didn't allow me to save the file as a DDS file, the way it should be supposed to be saved! What program should I use? ~:) :help:
that problem only occurs when you try to save a new file. What you have to do is open that and save into that

I have tried that but the computer wants to save it as a new file automatically I can't do anything. The only way to solve this problem is to find a program which allows you to open and save files in DDS format. If you go to models folder in the data folder, you can find inside the textures folder some DDS file like the sandard senate or other. If I had a program which let me save files in DDS format I could change for instance the legions standard putting down something a bit more historical or maybe also something funny like " We, Romans hate Germans; They stink too much! :book: :help:
As standard, Photoshop doesn't ship with the DDs plugin. You need to download this from the Nvidia ( I think ) website. Once you have the DDS plugin loaded up, photoshop will let you save as a DDs file.
