Can you advice me some free software for skinning/3d modeling the tga.dss files and what plug-ins, and where do I need to get. If there are no free programs out there what software would you recommend for me to buy?

For opening dds I don't know of any free programs, but I'm sure there are some. Search on google.
If you want to buy, I recommend Paint Shop Pro or Photoshop, though Photoshop is much more expensive.
I'll have a look for free programs, I'll get back to you.

If you want to edit the model .cas files you can download a 30-day trial version of 3dsmax. Alternatively, you can download gmax, which is free, but has certain limitations built into it that you might run into (depending on what you want to do with the models).
You'll also need a copy Vercingetorix’s .CAS Importer/exporter for 3ds max.
