Hostile actions against other Roman factions lead to war. Has nothing to do with your popularity.

Yes. This is how it should have been to start with. Personally, I would take more offense at a cousin trying to kill me than at a complete stranger... ~;)

So if you kill a faction hier or leader the civil war starts whatever your popularity is with the people and the senate?

The Senate outlawed me for some weird reason really early in the game but then i was able to get a ceasefire with the senate and the other 2 factions the very next turn. Then i just kept getting senate missions as if everything is okay but i lost a lot of the trade and military acess rights. Now 20 or so turns down the line the senate outlawed me and the other 2 factions, but i layed seige to rome and the senate is now my protectorate......... this happen to anyone?

Hey, good news !

I'm usually trying to start the civil war as soon as possible (I like to become the Roman Empire and THEN conquer the world, not the other way around :p).

Now it seems we finally have a way to start the civil war sooner :D
