Population Question

Hey guys, does anyone know if it's possible to change the number of population that must be reached before a city can level up? If so, how do I go about doing this?

This is not possible, this is hard-coded.

Khelvan is correct. However, you can change the building requirements to make higher level buildings available at lower levels.
