Editing faction icons

I'm currently trying to figure out how to edit some faction icons. I can't seem to find the icons we can see in the menus (diplomacy, senate), the one that appears during AI turns, and the one that appears at the top of empty cities (no garrisons).

Are they in the pack files ? If so, where ? And do I have to repack the files in order to have the new icons working ?

Monkwarrior is working on a Total banners and symbols conversion (https://forums.totalwar.org/vb/showthread.php?t=45234) tutorial. He's only got to battle banners so far but you could try giving him a PM.
