Is the public order bonus for garrisons based on the number of units in the settlement, or the actual number of troops? If the latter, that would make peasants more effective than town watch or even urban cohorts, which seems a bit daft. Is there any way to modify town watch so they grant a higher public order bonus than other troops? ~:confused: After all, they're meant to be locally-recruited peacekeepers.

It's directly proportional to the ratio of garrison troops to the population. Changing unit sizes doesn't change garrison effectiveness, however, except that it lowers city population. This does mean that peasants are more effective than Town Watch. You can't edit this.
