can the diplomacy section be modded?

I don't know if this has been asked, as I can't find any postings on the subject (which always means trouble).

The question is such; has the diplomacy section of the game been cracked or is it possible at all?

If it has could someone point me in the right direction.

But maybe I should clarify what I want to achieve.

Not only that stuff but;

1: Being able to create new uses like using the diplomat to issue an ultimatum "remove your troops from my land or else" when an army is squatting on your land.

2: Being able to edit the vanilla options that are available during the diplomatic exchanges currently.

3: Being able to create new options.

None of that is possible. You could probably alter the names of the current options, but that's it.
