What decides me on a faction is their units..

Hmmm... actually now I have had a chance to check it appears that Alexandria is Egypt's starting capital and Thessalonica is spelt with a 'c'...

Looking through the files it's just the settlement in the first region listed in descr_strat which means that Spain is definitely Asturica.
