Does having a low loyalty governor make the provence he governs loyalty lower?

The short answer is no. He may have certain traits that could lower your province's happiness (and possibly his loyalty as well), but a poor loyalty rating in and of itself won't lower your province's happiness.

Even then, however, a governor's loyalty doesn't factor into a province's happiness per se. If a province has only one army stack in it and it's commanded by the provincial governor (and the governor has sided against you in the civil war), then yes of course you would lose the province. But no province rebels just because its governor doesn't like your faction leader.

It's happened to me numerous times where a governor has rebelled against me, but then the province itself (i.e., the people) spontaneously raises a Loyalist army to put down my wayward governor. It's actually pretty cool when that happens. The nobles might not always like me, but the common folk sure do! ~;)
