None in my experience has ever reappeared as often as the mongol horde! Come on! The are only meant to come into play once, wreak havoc and historically just bugger off where they came from! Yet every time I crush them with my iron heel (most often Polish) they stubbornly respawn halting my progress westwards. Again, this even happens when they have no heirs and their khan dies of old age. Ground breaking record has so far been 9 (!!!) respawns in one campaign in the space of a century. What the..?

This comes across as plain rude and I feel like modding the game because it spoils fun big time. Any ideas?

IIRC They are the mongols heirs who were under 16, when they turn 16 you get a respawn (if conditions are right) and it the Khan had more than one you could get several in a row. If any of those live for more than a year they will probably have children who will respawn whey they turn 16.

Try keeping your loyalty above 120% for a long time (say 70 years) - that way any under-age heirs that are out there will eventually die off.

I am assuming that they are reappearing in rebel held territory so there is nothing you can do about it except to not leave rebel provinces around. Take them, keep their loyalty above 120% and you will have no problems. I always try to conquer any rebel provinces around me so that I won't have to face large reappearances. I have been burned by leaving Portugal rebel too many times, I just don't do it anymore.

On the other hand you could use the reappearances as training grounds for your halbred units.
