I want to change the look of some of the buildings in settlements. I looked in the tutorial section but couldn't find anything. Can anyone point me in the right direction?

I want to edit the look of the buildings in photoshop. Which files do I need to open?

how do I make photoshop open TGA DDS files? do i need a plug-in? which ones?
