These are in the descr_senate.txt file, where some components to missions are layed out. There's a section with "attitude coefficient." So that means they get divided into some number... but I'm wondering what they control- the attitude the senate has toward you? SO would it be possible to make the senate outlaw you earlier in the game generally?
Anyone messed with these at all?

turn_coefficient 200
strength_coefficient 25
relative_strength_coefficient 25
combined_strength_coefficient 25
I'm wondering if these could be changed to make the game a little more challenging- you know get outlawed earlier and unexpectedly...
Also there's the attitude boundary part:

attitude_boundary_2 60000
attitude_boundary_3 90000
attitude_boundary_4 120000
