Scripting help please

I either need to be able to trigger town growth, I have done some experimenting and havnt found how to do this; or force build core buildings; i can script placment of buildings other than the core type but cannot place core buildings via script.

I've never tried to add a government building so I don't know if it's possible. But just adding enough population should allow you to build the government building.
