I can't seem to find where you can decide whether a faction will be barbarian, eastern, roman, greek, eastern, carthaginian or egyptian. In my mod I'll only use 5 cultures and all should be able to build four city levels - no more, no less. However I can't find any file where you can specify culture for the specific factions.
