Settlement graphic editor?

Does anyone know if a modder made an editor to build new settlements and new cities? It would be really cool if you could build Rome with its hills as it really was in Ancient times! ~:)

dsyrow1 is working on a long term project to recreate the Eternal City (https://forums.totalwar.org/vb/showthread.php?t=47069) in all it's glory. He has posted this tutorial (https://forums.totalwar.org/vb/showthread.php?t=48365) as to the techniques he's using. No editor exists to date.

The Wall editor does exist though and although this is only for editing the outer walls of a settlement it may be helpfull to you.
