I thought there was a thread on this but I can't find it now. To be clear then those elements of the game tied to culture and which cannot be designated by faction are:

1. Portraits

It seems ct_carthage and eastern are combined into one culture in this regard. Inc. unit cards for named characters.

2. Building models, textures and graphics

On both the campaign and battle-map as well as icons/construct pics etc. Though textually they can be assigned descriptions and names factionally.

3. Forts, ports and watchtower models and textures

4. cost of Forts and watchtowers

5. no trigger for government buildings beyond the city level for barbarians

6. no warcry ability except for barbarians

7. Game Interface

8. Agent (assassin, spy, diplomat) graphics

However, some graphics seem to be designated factionally as well - can someone clarify which parts are which?

9. Event pictures (coming of age, adoption, death of faction leader, etc.)
