Changing city upgrade requirements

I want to change the amount of people required to upgrade a city from one level to the next. Is this possible and how can I do it.

I believe that's hardcoded; you could restrict the government building perhaps but then cities start getting very uppity when they don't get their expansion. 'bit like game players I guess ;)
