I had a LARGE empire as Spain (roughly half the map) on hard. I had perhaps 10-15,000 men in the middle east fighting egypt and byzantine when i started to be plagued by huge debts (due to large armies and interupted trade). Therefore i decided to draw back to the iberian peninsula (in which all the provinces are fortressed powerhouses) except for a few key strongpoints to reconsolidate. Then after I had pulled back, my men kep coming up in all the provinces i had owned. I know this is natural for this to happen. However, i like things to be neat so i want those backwater provinces gone. I disband all the armies and set taxes on high, hoping i wouldnt have to deal with these anymore but it doesnt work. Any suggestions? ~:)

Don't disband them. Just throw them at your enemies.

You could also destroy some of the " make happy" buildings. i.e. inns, churchs, etc.

I trust the actual gamefiles. Inns doesn't make people happy. Brothels do it though.

King Mezentio simply attack with your armies. It will give you more provinces (=more money) and less troops. ~D

Nope, inns aren't on that list. Everybody makes mistakes, especially me.
