I'm not sure what section this should be in but currently I have MTW;VI and XL Mod installed. My question is what files do I need to go into to change starting options like, buildings and starting income?

I don't know of any applications but those things can be changed by going into the era files that are found through the campmap and startingpos files. It takes a while and some experimentation to change ownership of provinces and units but changing the funds is pretty easy. Remember to save a backup of any original file though.

Use the Dragon MTW Editor or the Gnome Editor. You can edit all the startpos files.

You can also use the windows text program to edit the startpos files. Here you can edit startup money, what buildings/units factions start with, religion, province income and other stuff.
