what must you do to get a custom avatar???

Well to get a normal type like JAG has you have to be a very notable member for some reason or another, and the mods have to decide to give it to you.
To get an Url avatar you have to go through the mods, I got one (I was a guinea pig for the system) and so did one other person I think. To see Url avatars you have to go to your preferences in the user cp and select see url avatars. You should then shut off normal ones as you will see a person's normal avatar in the second place if they don't have an Url avatar.

JAG's custom avatar is a special case afaik.
In the old days, the really old days, just a bit after the very ancient days when there were no avatars at all, just friendly posters. In the old days, there was no avatar choice at all for members, there was just a fistful of rankavatars. More post meant that you earned a new rankavatar. When you hit 1,000 you could get a special kensai avatar. This one was outside the ranking system and had to be issued by hacking some file. Pretty clumsy and it was often forgotten. JAG's avatar is the special 1,000 post ranking avatar with the SPAMMER banner, because he did spam a bit back then.

I want? Maybe getting to senior member (via the usual way, contributing to the community etc.) first would work rather than just whinging for one - I'm sure Idaho et al. didn't get them simply by begging, but rather it was as a reward/part of the early boards.

Wah! I turned URL avatars on, and now everyone has two exactly same avatars! Apart from Tosa, who has two different avatars.

MC if you turn off normal avatars you will see a person's custom avatar, and if they don't have one their normal one. This will get rid of your double vision.

Yes I do remember that, it was fun for a bit, but eventually it became tiresome. Ah well I was young(er) and stupid.
Anyway all I need is to get my avatar resized and all will be well.
