I use my mouse wheel to zoom. I am only allowed very few options:

far away and up close, nothing in between. (unlike mtw, which had several zoom views) unless I present the wheel 3 button, which gives me a kind of temporary middle close up that cant move.

anybody else have this issue? Is it my mouse or what?

I've had this problem to a smaller extent. For me there are three different zoom levels. Must be something to do with graphics card, because I know I don't have this problem on small unit scale, and I know my graphics card doesn't even count in RTW terms as average.

I think it is definatly something to do with the graphics. As I can scroll from far away to close in and at any point in between not just set views. So Ihave no problems zooming.
Have you tried downgrading your graphics options?

i have this problem as well, i haven't looked into it very much yet, but could it be one of the graphics options that you have to select before you start a new campaign? that you can't change during the game (like the unit size option?)

Is it possible that you have your mouse wheel set to "three lines at a time" or "whole page" in the mouse properties?

I can zoom up or down without any problems using the wheel on the mouse.

Have you tried using the / and * on the numeric keypad.

This does the same function for zooming up and down.

The / and * does the same thing.

I also have my graphics set to minimum on everything. I have no performance issues other than this...

I seem to have less of a problem with this after downgrading my graphics driver version(nVidia) so maybe it works?
