New Factions?

I was browsing through the files in TotalWar/Loc/various text files.

And whenever it was metioning the factions there where some empty slots below and a note from the programmers that these are for people modding the game to add factions.

My question is, what do I need tochange to add a faction, how would I add in the new faction shields.

Well, that looks cool it really does.

Just make some flags and save it the same file as the others I guess.
