No SPQR...or is there?

i modded my game so that all the brutii and scipii settlements belong to julii, and rome also. now the thing is, the SPQR still exists even thought it doesnt have a settlement, if i were to give a settlement to them and then take it, would it exterminate them? but then again of course i need the popularity to do so...

every time i try to mod a 'unified rome' ype of game i seem to muck it up entirely..... how did you manage it? or could you send it to me please! thegiantmonkeyman@hotmail.co.uk cheers
