Star aquisition

While testing some of my work in a campaign setting its really occured to me how simple it is for a general to rack up stars. I ask, is there a way to limit this a bit more? I mean, he got most of them by fighting 1-4 unit armies - nothing really worth while. So if someone could point me in the direction where this can be modded I'd be more than greatful.

yeah, the general got a star if the battle odds are less than 2:1 in his favour. So, even though it is a 1 on 1, if the battle odds is also 1:1, then he will get a star.
