Sorry to bother you all but what is the exact place WITHOUT a mod to unlock factions?
P.S.-can I unlock the senate? If so when I play as them is it possible to command roman factions to do stuff like you could do when you got the pope mod to be the pope in medeival total war?

Go to the map where you installed the game, then go to data/world/maps/campaign/imperial_campaign. There is a file called descr_strat, open it and you see the playable and un-playable factions, just move the unplayable factions to the line playable and see, you can start with the Gauls or Cartahge or the Senate and so on. Don't know if you play the Senate you can command the other Roman factions. Good luck!

I wouldn't play as the senate or as the 'rebels': it can mess up your game.

The Senate is, for the most part, playable. But is very, very buggy and unstable. Some buttons aren't meant to be clicked, too, such as the "Senate" button for the Senate faction. ~;)
All other factions, including rebels, are more playable; though rebels aren't that stable to play, either.
The file you need to change is called descr_strat.txt

Yup as others have said descr_strat is the text file you need to edit. Just copy and paste the faction names (at the top of the text file) into Playable. Then Delete the entries under Unlockable and Unplayable.
However, you can only view and choose from 20 factions in the new imperial campaign screen. If you have included all factions in the playable list, the last one will not be selectable from the factions list. To solve this, simply leave one faction in the Unplayable section of the descr_strat text file (e.g. Slave).
You will have to increase starting denarii for the Senate and Slave (Rebels) as they lose a lot each turn - think its around 5-8k per turn at the start of a new campaign. The Senate has a couple of starting armies, and with only one starting province to support everything (family members wages', army upkeep etc), debts will soon mount up.
The rebels get plenty of starting provinces, but as you will find, they have hardly any garrisons present, and the AI usually takes a lot of provinces from you within the first few turns. However, Slaves get armies randomly appear on the strategy map every turn or so - problem with this is that it increases army upkeep.
You will get CTDs if you click some of the tabs/buttons when playing as Senate/Slave. Stay away from Senate tab when playing Senate, also don't click next/previous unit buttons (near the campaign date, bottom right).

if i wanted to do sythia would it b buggy? No. It lacks the description and the map (you have to do it yourself...or download a mod) in the campaign choosing screen but otherwise normal.
