Not anymore since patch 1.2. But in 1.0 a Roman faction was able to bribe the other factions' troops.

You have to give the units you want to bribe ownership by the factions that you want to be able to bribe them. You must also give them the unit info and unit card pics or it will show up as a grey peasant. You must also change the descr_model_battle file so that textures and models are defined for that unit for the faction you want to do the bribing.

now i see in civil war we can bribe another roman faction( i figure out todaywen i began tha civil war)

As of 1.2, you aren't allowed to bribe fellow Romans before the civil war, just as you aren't allowed to attack them.
