Junior members are given access to all the publicly available forums. They are, however, given restricted posting permissions in most of these forums. The table below outlines the forums new Members can actively participate in:
Entrance Hall.
Forum New Thread = Yes
Reply = Yes
Edit = No
Vote = Yes
Search = Yes
We can't search. I don't know whether you forget to put "no" in the table or forget to activate the search for us, but it's something worth asking.

Its also a problem that you can't post in the good forums when you just join.

Newer Members are restricted from certain forums for a short while. Promotion to Member usually only takes regular posting for a couple of weeks or so, and there are a number of forums open to Members who have just joined.
For more info, including a table of all forums you can post in, see the Membership Information section of the Guild FAQ (https://forums.totalwar.org/vb/showthread.php?t=45416), which is pinned in this forum. As a rule of thumb, you can post in the New Member forums (including the Guide forums), the modification forums and the technical support forums (the Apothecary).
To answer the original question, the inability to search in the forums was a permission clash. However, the search feature is currently down for all Members, so it makes no difference for the moment. Hopefully it will be back soon, and the clash resolved.
