Why do other factions ships have stars and mine don't?

Becuase the AI uses 1 or 2 ship fleets. That is the best way, other than luck when you build one, to earn naval command stars.

A decent naval victory or two. I have seen Senate fleets (I still don't have BI) with up to 5 stars.

Five is the highest they can without ancillaries/traits from their creation.
